Budhram Adivasi lives in a thatched home in the Vidisha area of Madhya Pradesh.

He was given the keys to an under-construction pucca house in August, due to the Pradhan Mantri Awas Yojana scheme. Governor Mangubhai C Patel personally gave over the keys and dined with Budhram Adivasi.

Budhram’s life was full of happiness at the time, but he had no idea that holding lunch for the Governor would bring him agony and cost him a fortune.

The Governor attended the ‘griha pravesh,’ or housewarming ceremony, on August 24, while on a visit to the district, and his office planned the lunch at Budhram’s residence.

Village and municipal officials sprang into action ahead of the ‘VVIP’ visit and photo-op, constructing a fancy new gate and fans for his humble home.

The day after the ‘VVIP’ visit and photo session, panchayat members removed the fans and handed Budhram a bill for Rs 14,000 for the gate.

“The officers arrived, stating that Governor Sahib would be eating lunch here. The new gate, which cost over Rs 14,000, was installed… now they’re demanding money that I don’t have. I would not have installed it if I had known I would have to pay for it “Budhram said, according to a private news channel.

Budhram was also promised a cooking gas connection with his new home (as part of the Pradhan Mantri Ujjwala Yojana). But, six months later, he still doesn’t have gas or a home since it hasn’t been built.

When a private news channel contacted Minister of Urban Development Bhupendra Singh, he assured us that the responsible authorities will be punished. “This should not have happened,” he added, adding that “action will be taken.”

Mr Singh then stated that “action” would be done since “this is against the Governor’s dignity.”

“When a visitor arrives, we have a habit of decorating the house. However, as you stated, this is in violation of His Excellency the Governor’s dignity. As a result, we will take action “he stated.

The storey of poor Budhram has inevitably resulted in a political squabble, with the Congress being quick to react.

“Officials handed over a bill for Rs 14,000 after the Governor’s visit. ‘Stop plundering the poor,’ he said. Because of the injustice that has been done to them, a FIR should be filed against those who are responsible “Kunal Chaudhary, a member of the Legislative Assembly, stated.

This month, a private television channel reported on how tribals in Dindori district were receiving thatched homes as part of the much-heralded Pradhan Mantri Awas Yojana. Worse, they were only given out when bribes were paid; one man said he was forced to offer a chicken after paying $14,000.

An investigation was ordered after the private news channel’s revelation, and two junior officials were removed.

Prime Minister Modi has set a goal for his government to provide housing to all homeless families. That big project has a 2022 deadline.

Madhya Pradesh has finished 20.65 lakh dwellings out of a target of 26.28 lakh. Fewer than 24,000 dwellings in the Guna and Sheopur districts were approved in the last week of last month.
